Permits To Unlade - Customs and Border Protection (CBP) Form 3171  TCF TC#04-1669

 

On November 25, 2002, the Office of Field Operations issued Guidelines for the 24-hour Advanced Cargo Declaration Vessel Rule (TC# TP 03-0198).  In this memorandum Headquarters established a policy requiring that the Standard Carrier Alpha Code (SCAC) for automated non-vessel operating common carriers (NVOCCs) that are Automated Manifest System (AMS) participants to be listed on CBP Form 3171. 

 

This was necessary because Sea AMS programming required to implement the 24‑Hour Rule and authorize NVOCCs to transmit cargo declaration data electronically allowed the movement of cargo at the NVOCC bill level.  In order to restore the movement of cargo back to the carrier’s master bill of lading, CBP implemented special bill programming on January 10, 2004.  Sea AMS now supports master and NVOCC bills of lading, which enables CBP to receive lower-level detail for targeting purposes. 

 

Effective immediately, SCACs for vessel operating carriers and slot charters are required on CBP Form 3171 (Block 12) and CBP Form 1300 (Block 20).  SCACs for NVOCCs are not required on either document.  Please ensure that this information is disseminated to all field officers who process incoming vessels including Port managers and supervisors.  The Manifest and Conveyance Branch has updated the Trade Act of 2002 Frequently Asked Questions (FAQs) to reflect this change.  The FAQs may be viewed at www.cbp.gov/xp/cgov/import/communications_to_industry/advance_info/.
